In 1994, in an attempt to crack down on fare-dodging, London Underground, introduced ‘penalty fares’: anyone caught travelling without ticket by one of the Underground’s ticket inspectors, was to be fined on the spot.
The Fare Dodgers’ Liberation Front was created by a small group of London troublemakers to agitate against penalty fares and spreead the word about how to ride the Underground
without paying...
